Module One: Lesson Two

Child Find

It is the intent of the IDEA, Part C Regulations, 34 CFR, Section 303.321, to identify and serve all eligible infants and toddlers and their families residing in the state. To accomplish this, each state must implement a child find system in order to identify infants and toddlers who have established conditions or developmental delays and to ensure that potentially eligible infants and toddlers are referred for early intervention services within two (2) working days of identification.

Child find activities include screening and identification programs conducted in the community to identify infants and toddlers who may potentially be eligible for IDEA, Part C and other program services. An example of a child find activity is to conduct an interagency, community-based, screening event to identify infants and toddlers who may need early intervention services. Local Early Steps must inform primary referral sources in each Local Early Steps area of the requirement under Part C to make referrals within two (2) working days of identification.
