Module One: Lesson ThreeComprehensive System of Personnel Development (CSPD) and Training The Individuals with Disabilities Education Act (IDEA) federal regulations, 34 CFR, Sections 300.380 through 300.382 and 303.360 through 360.361 requires states to develop and maintain a Part B and Part C Comprehensive System of Personnel Development (CSPD) that ensures an adequate supply of qualified personnel. Each state must develop a plan to address the identified needs for in-service and pre-service preparation to ensure that all personnel who work with children with disabilities (including both professional and paraprofessional personnel who provide special education, general education, related services, or early intervention services) have the skills and knowledge necessary to meet the needs of children with disabilities.
