Comprehensive System of Personnel Development (CSPD) and Training

The Individuals with Disabilities Education Act (IDEA) federal regulations, 34 CFR, Sections 300.380 through 300.382 and 303.360 through 360.361 requires states to develop and maintain a Part B and Part C Comprehensive System of Personnel Development (CSPD) that ensures an adequate supply of qualified personnel. Each state must develop a plan to address the identified needs for in-service and pre-service preparation to ensure that all personnel who work with children with disabilities (including both professional and paraprofessional personnel who provide special education, general education, related services, or early intervention services) have the skills and knowledge necessary to meet the needs of children with disabilities. Specifically for Part C of IDEA, each state must:

• Provide for preservice and inservice training to be conducted on an interdisciplinary basis, to the extent appropriate
• Provide for the training of a variety of personnel including public and private providers, primary referral sources, paraprofessionals, and persons who will serve as service coordinators
• Ensure that the training provided relates specifically to:
• understanding the basic components of early intervention services available in the State
• meeting the interrelated social or emotional, health, developmental, and educational needs of eligible children
• assisting families in enhancing the development of their children, and in participating fully in the development and implementation of IFSPs.
